Why TOC? Prototype: Larry DeBert Photo - 1970. The WAG leased 300 of these cars to the Penn Central for bagged grain and flour traffic out of Buffalo. These were obviously clean, food grade cars, and not the ones both B&M and WAG used for hides. Penn Central replaced the WAG reporting mark with TOC (from the old Toledo & Ohio Central), but left the road numbers the same. One of the three cars in the WAG/TOC set of 3 was issued with TOC reporting marks as in this photo.
